He is Mr. Kou Qingyan Sr., who was the Vice Governor of Guangdong Province in China, a member of the Standing Committee of the Provincial Party Committee, Director of the Provincial Political and Legal Committee, and Director of the Provincial Advisory Committee.

Sentenced to three months' expulsion from the party during the Long March
