The predecessor of the Association was the Chengdu Foundation for the Salvation of Out-of-School Youth, which was established in April 1985, with the aim of assisting the "two-labor" units of the judicial administrative organs. At that time, the purpose of the association was: to assist the judicial administrative organs of the "two labor" units (here we need to explain the "two labor" units: first, "Re-education through Labor" was later changed to prisons; The "re-education through labour" units were abolished, and the former "re-education through labour" units were reorganized into compulsory isolation drug rehabilitation centres) to educate and save delinquent adolescents under 35 years of age who are detained and housed in prisons and re-education through labour centres. In order to meet the needs of social development, the name was changed to Chengdu Association for Saving Unruly Youth in 2000, and again to Chengdu Association for Caring Unruly Youth in 2011. With the passage of time and the development of society, the mission of the Association has also been expanded, that is, in addition to continuing to care for and help prison inmates and drug addicts, it has also added the care of public security guards in custody of crime earners, and in the high walls of the underage children of prisoners and drug addicts, as well as individual "problem youths" in the community. In the 34 years since its establishment, the Association has adopted the following measures: "Entering the high walls, helping the lost to return to their rightful place with love; entering the families of the sentenced and rehabilitated drug addicts and helping their minor children to get out of the difficult situation with compassion; entering the hearts of the "problematic" youths and dispelling the inner haze of their hearts with patience". In the way of "three into", with this "three hearts", do our best to save the juvenile delinquents and care and help the minor children of sentenced drug addicts. In order to adapt to the needs of the new situation, the Association has set up a Care Work Group, a Mental Health Mission and a Legal Counseling Mission.

Regular meetings of the Care Work Group

     On July 18th at 10:00 a.m. sharp, a special quarterly meeting was held in the activity room of Chengdu Oriental Yijing Community. The meeting was attended by a group of elderly people with an average age of over 72, the oldest being 79 and the youngest 66. They are all volunteers of the "Chengdu Association for the Care of Out-of-School Youth". The content of today's meeting is for volunteers to understand and read the signing of the "Chengdu Association for the Care of Out-of-School Youth Volunteer Safety Responsibility Waiver Commitment", so that volunteers love behavior with the consent of their families, and voluntarily participate in the love of the voluntary activities; subsection half a year and sorting out the object of care and tracking the visit situation. Xiangxiang is 15 years old, elegant and elegant, and has grown up to be a beautiful girl. Every time I look at my grandmother, I see her smiling face full of love for her granddaughter. Xiangxiang was admitted to our high school this year and received a scholarship of more than 10,000 dollars from the school. What's more, Xiangxiang has won the "Ironman Triathlon" for three consecutive years in 400 meters of swimming, 6.7 kilometers of cycling, 2.5 kilometers of running. Grandma said that when Xiangxiang was in the third grade, the Guanxie Care Work Group gave their family care and support. Grandma Xiangxiang is also doing what she can to help a child go to military school. Grandma's good deeds and great love Xiangxiang see in the eyes and remember in the heart. Seeing the grandmother with the bag is very old, Xiangxiang would like to give her grandmother to change a bag, which has always been her wish; Yangyang's mother has been released from prison, basically no contact with the family, Yangyang because of platelet reduction, has dropped out of school at home. Yangyang has dropped out of school because of his thrombocytopenia. The family has been in debt for a long time because of the child's treatment. After learning the situation, Zhang Jing, the head of the Guanxie Care Group, said on the spot that she had heard that quantum medicine could treat thrombocytopenia, and she would take Yangyang to the treatment tomorrow, and she would bear the treatment cost of Yangyang personally.

A proud achievement

     These children are all very good, and they did not sink or complain when they encountered family misfortunes, which is also inseparable from the love, compassion, and patience of the CCF's Care Work Group. As Chen Qinzhu, head of the CCF Care Work Group, said, she used to be the vice principal of a school, and she hated the parents of the children inside the high walls as much as she did her own students, but she loved the children of the sentenced persons outside the high walls very much. She said that in 2004, before the establishment of the Guanxie care work group, began to love and help, is the first batch of Guanxie care work group volunteers, social care to touch these children is still relatively small, and hope to explore the social forces of the families of sentenced persons and their children to lend a helping hand.
