The promulgation and implementation of the Law of the People's Republic of China on the Safeguarding of National Security in the Hong Kong Special Administrative Region is an important first step in the establishment of a sound legal system and enforcement mechanism for the safeguarding of national security in the Hong Kong Special Administrative Region. This start has not only made clear the fundamental responsibility of the Central Government in matters relating to national security in Hong Kong, but has also clearly manifested the constitutional responsibility of the Hong Kong Special Administrative Region to safeguard national security. It can be said that the Hong Kong national security law is a strong institutional foundation for the full and accurate implementation of the principles of "one country, two systems" and "Hong Kong people ruling Hong Kong", and it is also a constitutional monument to ensure Hong Kong's long-term prosperity and stability in the future.
It has been 23 years since the reunification of Hong Kong with the Motherland. The Bauhinia blossom has been bathed in the warm sunshine of the Motherland's development, but it has also gone through the storms of the great changes of an era unprecedented in a century. We can see that in the "storm over legislative amendments" over the past year or so, Hong Kong, which is known as the Pearl of the Orient, has taken turns to stage a dark drama that has lasted for a long time and is characterized by violence and filled with separatist tendencies. Those riotous forces have continued to cause trouble in various districts of Hong Kong and inside and outside the legislature. and inside and outside the Parliament to create trouble and disrupt social peace, burning the national flag, vandalizing stores, obstructing traffic, attacking the police, and even making bombs, and those who openly waved the flag of "Hong Kong independence", blatantly advocating secession of the country's words and deeds, so that the Hong Kong community has suffered a lot of devastation, and these unsavory acts have seriously undermined the rule of law and economy and people's livelihood in Hong Kong, and greatly jeopardized the "one country, two systems" principle, and the "one country, two systems" principle. The most essential aspect of Hong Kong's national security law is that it embodies the fundamental basis on which "one country" and "two systems" exist. It embodies the most fundamental principles of sovereignty, such as a country enjoying supreme sovereignty over its own territory, safeguarding the inviolability of its territorial integrity, opposing the secession of the country, safeguarding its national security, and prohibiting any external forces from interfering with or meddling in its affairs, and so on, and there is no room for compromise on this point. National security, as a basic prerequisite for the survival and development of a country, is related to the core interests of all nationals. Article 1 of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China clearly states that the Hong Kong Special Administrative Region is an inalienable part of the People's Republic of China, and that the establishment of "one country" is fundamental to the implementation of "two systems". "The HKSAR's high degree of autonomy under "two systems" is made possible by and unified within "one country". Therefore, the HKSAR is an inseparable part of the State, and the majority of Hong Kong compatriots are members of the Chinese nation. At the level of national security, all Hong Kong people have only the responsibility of "one country", and there is no distinction between "two systems".
The rationale is very simple and clear: Without national security, Hong Kong will not have the environment and room for stable development. Consider the wave of black violence in Hong Kong since June last year. The black and violent forces of "speculation" and "Hong Kong independence" have become widespread, openly challenging the principle of "one country", trampling on the rule of law, destroying order, paralyzing the airport, vandalizing and burning public and private properties, and endangering the lives and safety of the public, seriously tarnishing the international image of Hong Kong. The fact that the Central Government has chosen to authorize the Standing Committee of the National People's Congress (NPCSC) through the NPC to enact laws specifically for the purpose of safeguarding national security in Hong Kong fully demonstrates its firm upholding of the spirit of "one country, two systems" in ruling the country in accordance with the constitution and ruling Hong Kong according to the law, and also shows its full respect for the capitalist system practised in Hong Kong, which is different from that practised on the Mainland. We can see that during the legislative process, the Central Authorities have repeatedly consulted people from various sectors in Hong Kong. In the specific details of the law, be it the composition of the relevant personnel of the SAR Government or the judicial arrangements for the relevant cases, it is obvious that the Central Authorities have shown great concern and respect for the SAR and the people of Hong Kong. It can be said unequivocally that the Hong Kong national security law will not affect the capitalist system practiced in Hong Kong and the legal system of the SAR; it will not infringe upon the various rights and freedoms to which Hong Kong residents are entitled; and it will not jeopardize the original way of life of Hong Kong residents. Generally speaking, it respects to the fullest extent the original law enforcement, prosecution and judicial procedures of Hong Kong, and best manifests and embodies the high degree of harmony between "one country" and "two systems", between the power of the Central Authorities and the autonomy of the SAR, between the national laws and the common law of Hong Kong, between the safeguarding of national sovereignty and the protection of the lawful rights and interests of Hong Kong people.
The birth of Hong Kong's national security law is characterized by more complex contemporary and geopolitical factors. The growing emergence of China as a global power in the new era is something that some forces in the world are very resistant to and unwilling to accept. This resistance has led them to undermine the prosperity and stability of Hong Kong by exerting all kinds of influence on a few anti-China elements and some Hong Kong people, with a view to curbing China's rejuvenation and development. Hong Kong's national security legislation is conducive to Hong Kong's early elimination of these external forces and hidden dangers, and efforts to the rule of law in the form of foreign interference and meddling in Hong Kong's national gate. This time, the Hong Kong national security legislation will penalize a very small number of people who engage in "Hong Kong independence" and "black violence", while safeguarding the legitimate rights and interests of the vast majority of Hong Kong people.
The Standing Committee of the National People's Congress (NPCSC) has passed the Hong Kong National Security Law. The Hong Kong National Security Law will effectively fill the legal gap in the maintenance of national security in Hong Kong, and it will make Hong Kong more stable, harmonious, safe, beautiful and prosperous.
