In November 1988, Wang Yang became the deputy secretary and acting mayor of Tongling, Anhui Province. Tongling is a small and impoverished provincial municipality, not particularly important in Anhui, but during his four years in Tongling, Wang Yang was a lightning rod for reform and innovation, and did something sensational that shocked people at home and abroad.

Chongqing's governing body
