     On June 15, the Beihai Municipal People’s Government held a series of events in Beijing, including a press conference on the Beihai “Distinguished Physicians Project” and a signing ceremony for academicians and experts. At the press conference, Huang Jiang, Member of the Standing Committee of the Beihai Municipal Party Committee, Head of the Publicity Department, and Vice Mayor, presented an overview of Beihai’s economic and social development, explained the *Implementation Measures for the Beihai City Distinguished Physicians Program (Trial)*, and extended a warm welcome to outstanding medical professionals to join Beihai.

     In recent years, with the high priority and strong support of the Beihai Municipal Party Committee and Municipal Government, Beihai has focused on key areas, addressed shortcomings, strengthened weak links, promoted improvements, and enhanced people’s well-being, steadily advancing the “Healthy Beihai” initiative. The healthcare service system has been continuously improved, the total volume of high-end healthcare resources has expanded rapidly, shortcomings in healthcare infrastructure have been addressed at an accelerated pace, the healthcare workforce has become increasingly optimized, and the public’s health levels and physical fitness have continued to improve. At the same time, Beihai has focused on aligning talent development efforts with the overarching goal of building a new Beihai that is prosperous, open, ecologically sound, culturally rich, and happy, firmly establishing the strategic role of talent in driving development. Over the course of a year, the city formulated and introduced the Implementation Measures for the “Distinguished Physicians Project” (Trial), employing extraordinary measures to attract and cultivate talent. This initiative aims to build a high-caliber healthcare workforce, secure a leading position in talent acquisition, continuously expand the supply of high-end, quality medical resources, and meet the diverse needs of the population for high-quality medical resources and services.

     Huang Jiang stated that the “Implementation Measures for the Beihai City Distinguished Physicians Program (Trial),” recently issued by Beihai City, aims to accelerate the advancement of efforts to attract high-level healthcare talent as a foundational, strategic, and supportive initiative. Currently, Beihai is working intensively in Beijing toThe purpose of holding the press conference on Beihai’s “Distinguished Physicians Program” is to use the program as a stepping stone to embark on a new journey in the development of Beihai’s public health and healthcare sector.“Let’s kick off this ”first battle” to demonstrate to talented individuals across the country Beihai’s sincerity in recruiting and nurturing talent, showcase Beihai’s excellent opportunities for innovation and entrepreneurship, and lay a solid social foundation for valuing, cherishing, attracting, and utilizing talent.

     The implementation of the “Distinguished Physicians Program” in Beihai City is of great significance. First, it addresses the urgent need of the general public for healthcare. Second,is to promote“Requirements for the development of ”medical consortiums.” 3It is to serve the country“The ”Belt and Road" Initiative and the strategic requirements for building a maritime power. BeihaiWe will implement more proactive, open, and effective talent policies; recruit talent without regard to geographic origin; develop talent without seeking ownership; and utilize talent in innovative and flexible ways. We will strive to build Beihai into a hub for medical talent—a place where the finest minds gather, where ingenuity flourishes, and where vitality abounds—thereby injecting powerful momentum into the development of a new Beihai that is prosperous, open, ecologically sound, culturally rich, and happy, and enabling Beihai to“Leverage local strengths more effectively in the field of health and medical services under the ”Belt and Road” initiative and in international health and medical cooperation.

     Following the press conference, Beihai City signed strategic cooperation agreements with the Chinese Association of Traditional Chinese Medicine and the Chinese Association of Integrated Traditional and Western Medicine. These agreements aim to promote scientific and technological innovation and the training of medical professionals in Beihai, advance the development of the city’s public health and healthcare sector, and serve the Beibu Gulf region as well as“Targeting ”Belt and Road” countries, we are pursuing comprehensive strategic cooperation to establish long-term, comprehensive, stable, in-depth, and multifaceted strategic partnerships, thereby providing practical and robust technical and talent support for the development of Beihai’s “Distinguished Physicians Program” and the healthy growth of its public health sector. Beihai People’s Hospital, Beihai Traditional Chinese Medicine Hospital, Beihai Second People’s Hospital, and Beihai Maternal and Child Health Hospital signed on-site agreements with the team of Academician Guo Yinglu, the academic team of Master of Traditional Chinese Medicine Wei Guikang, the expert team of Wu Wei, the expert team of Tang Suoqin, and distinguished medical experts including Xu Ruxiang, Li Taisheng, Ren Yuelin, and Liu Jianhang.
