Archaeological discoveries have revealed that the current human civilization is not unique. Humankind has experienced a vicious cycle of development from a lower civilization to a higher civilization and back to a lower civilization. In its heyday, virtue could not control animal nature, benevolence could not control the rule of law, morality could not control science, public power could not control private rights, fairness could not control efficiency, the overall interests of the whole could not control the local interests of individuals, cats had to insist on eating mice for a living, and cultural exclusivity could not be compatible with civilization's symbiosis, republicanism and co-prosperity, and inevitably led to mutual destruction in the form of nuclear war.

The jungle civilization of "you die, I live" cannot climb to the common civilization of symbiosis, republicanism and co-prosperity, and the capitalist society that maximizes the interests of capitalists cannot make the transition to the communist society that maximizes the overall interests of workers and capitalists, and after a number of years, civilizations destroy each other, and mankind suffers from the pains of a distant future, and it is difficult to reboot.

When Deng Xiaoping proposed reform and opening up and the construction of a socialist China with special characteristics, he put forward the famous cat theory - "a black cat, a white cat (or a yellow cat as it was called in 1962), and a cat that catches mice is a good cat" - but people did not accurately and completely understand its connotation.

Deng Gong famously had a ten-point warning for future generations that was widely circulated.

"If it leads to polarization, the reform will be considered a failure." ("Reform is the necessary way for China to develop its productive forces" 1985 P139) "Now we are engaged in the four modernizations, the four modernizations of socialism, not other modernizations. The purpose of ...... socialism is to make the whole country rich, not to polarize. If our policies lead to polarization, we will have failed; if any new bourgeoisie is created, then we have really gone down an evil path. We advocate that a part of the region get rich first in order to inspire and motivate other regions to get rich too. The same is true of ...... advocating that a part of the people become rich first." ("One relies on ideals and two relies on discipline to unite" 1985 P110~ 111)

In 1992, Deng's southern tour emphasized that "the essence of socialism is to liberate the productive forces, develop the economy, eliminate exploitation, eliminate polarization, and ultimately achieve common prosperity. This is what we have to tell everyone."

Poverty is not socialism. Deng Gong was encouraging competition in the pursuit of efficiency, but at the same time avoiding polarization in the absence of equity.

Efficiency and equity should be balanced. When economic development reaches its peak, it is necessary to balance efficiency with equity, so that the driving force of economic upgrading can be maintained and the general public can be benefited.

How do you determine that the economy has reached its heyday?

I believe that China, which has experienced more than three decades of sustained economic growth, has now reached its heyday. It is too late. We must calmly, rationally and decisively deal with the question of the general direction of the continued development of a large country. Should we focus on achieving equity and explore the construction of an inclusive economic model that benefits the masses? Or should we continue to ignore polarization and pursue the old path of efficiency first, pursuing the maximization of benefits for both the government and the market players? The former will gradually eliminate excess capacity and product output, revitalize the stock to restore the blood of enterprises, and enhance the national income and well-being; the latter will be the bottom of the people, especially the honest people continue to suffer, and widen the polarization until it can not be cleaned up.

More than 60% aspects of both industrial capacity and the production of commodities and staples have crossed over from the era of the shortage economy, where supply exceeded demand, to the era of relative abundance and surplus, where supply exceeded demand. This is a critical period when history is turning again. The West has not been able to deal well with the cancer of cyclical economic crises is that it often fails to cope with this critical period. To advocate fairness would be to go against the very foundation of capitalist values and rational perceptions. They believe that only collectivist socialism addresses equity. Liberal capitalism always seeks to maximize efficiency and local interests.

When a large number of products are gathered in the hands of capitalists and the rich and powerful, and there is no excess wealth in the hands of the general public for continuous consumption, the chain of the economic cycle of output and consumption is unsustainable, unemployment is increasing dramatically, and local governments with insufficient finances are colluding with the crooked businessmen to intensify the looting of the spoils by catching the thieves with thieves' shouts, what kind of management and redistributive model is to be adopted? This is the big question that the Xi and Li administrations need to address urgently.

Therefore, people's superstitious belief in the assertion that a black cat or a white cat that catches mice is a good cat is only a correct one-sided perception, not a complete perception. A complete understanding is what Deng Xiaoping repeatedly emphasized, namely, the need to avoid polarization and achieve common wealth.

This latter requirement, in essence, demands that people's relationships transcend the cat-and-mouse theory. After all, human society is not a cat-and-mouse society. After solving the problem of material basis, human beings should have a higher pursuit of cultural and aesthetic beliefs to guide human beings to a higher level of civilization, which is the common goal of all outstanding elite groups of human beings.

Therefore, the direction of future reform requires a comprehensive review of the various economic policies, laws and regulations of the past 30 years, to avoid the continuation of the old regulations and institutional designs that maintain the supremacy of efficiency and localized interests, and that constrain the great reform and development that is spiraling upward. In order to run towards the other side of the world of co-prosperity and co-prosperity, it is necessary to harmonize the relationship between the left and right legs of the operation of fairness and efficiency, and to maintain a sober rhythmic cycle of operation.

Catastrophe theory once unleashed economic vitality and promoted economic growth during the transition from a planned economy to a market economy. However, this period of efficiency growth does not prove that this assertion is always correct. On the contrary, the universe always has its most basic law, and anything that goes to the extreme will be reversed. With an attitude of responsibility for the well-being of the people, the future of the country and the destiny of the nation, the many crises have shown that today is the critical time for the authorities to fully reflect on the misinterpretation of Deng's "cat theory" and to propose the right countermeasures.

I firmly believe that the realization of the Chinese dream of national rejuvenation is not in the extreme form of privatization maximizing the interests of the capitalists and power elite and the economic collapse of the polarization of resource allocation, but in the labor and capital co-investment of communal commonwealth based on the Internet finance and equity innovation configuration to achieve the sharing of commonwealth and the Republic of China.

I am even more convinced that the test of the intelligence of a nation's national leaders is not to divide and collapse in a pattern of mutual victimization, but to unite and rise in a pattern of mutual love.
